Best Answer: It does...I've bought 2 of them, the rubber is helpful to my small riders. I have one that does not have rubber as well...but did not purchase it here.

Is the leather good quality? Would it fit a horse under 15H?

Best Answer: the leather is good. We have been using it over a year now and it is still strong. It should be fine for your horse. It is adjustable.
