Are they flexible or easy to break?

BEST ANSWER: Neither. They are hard-ish plastic and have been stepped on by the horses and abused by farm dogs and are still going strong. The only issue is they have gotten really sunbleached but otherwise are great.

can you stack them on top of each other?

BEST ANSWER: Yes, we bought the bigger sized ones and they definitely stack. We stopped using them pretty quickly though because they broke on the top pretty easily and had sharp edges from the broken off parts.
Do they come in a set ?

BEST ANSWER: They do not come as a set. You get a discount on each based on the number you choose to buy.
Do they have a hole in the top to stick a flag pole in? My dressage cones don't but I need these to set up a gymkhana practice in my arena and need to put poles in them.

BEST ANSWER: The larger ones do- but you'll want to measure the hole carefully. I use 5' PVC pipes in mine. These are rather light weight so if you are in a windy area like me, they will blow over with poles in them..I don't have a sand arena- just a grass pasture style arena- they might do better there with some sand piled over the base. I actually prefer the "old school" heavyweight roadwork style ones I got elsewhere as they rarely tip over in the wind.
