does this come with everything or do you need to buy a neck tie?

Is this a standing Martingale?

BEST ANSWER: No, this is a German Martingale, it attaches through the horses bit and onto D rings on the reins, depending on how short or long you want the German martingale. It is mainly used to teach horses how to bend/flex at the poll and give to the bit and should only be used by experienced riders. It differs from other martingales as it allows lateral movement with little restriction. You'll hear people frequently compare the German martingales effect, to that of draw reins, however unlike draw reins, which only allow longitudinal flexion and never really gives relief from pressure, German martingales will release the pressure on the bit. They also allow the rider to adjust the level of ‘confinement’ of the head and jaw. It should only be used by experienced riders with soft hands.
A standing martingale is just basically a straight piece of leather that attaches from the girth to the noseband of the bridle, and is mainly used for horses who have a tendency of throwing their head, where it could potentially injure the rider if the horse throws his head up/back unexpectedly with force, and it hits the rider in the face/nose. BEST ANSWER: The reins are made of nylon with leather where it attaches to the bit and at the end where two the reins connect. The rest of the martingale is all leather. I would definitely recommend it, still have mine and used it for a year.
Will this fit a 14.2 half-arab or will it be too big?

BEST ANSWER: i don't think it will be a problem . the reins, and neck strap are adjustable . if you have a hole punch you could adjust the neck strap more. the length of the strap from the girth may be a little long if your horse is very short in the neck. it's a beautifully made piece and I've enjoyed using it where needed
